You need to pour water into the system before this pump will begin suction. There is a valve in the intake hole in this pump. What it does is, it prevents water that has reached the pump from flowing back into the source when you turn it off.

The lift power of this pump is much higher (around 25 feet) but depends on how deep the water is being sucked from. If it is from too deep, the motor is already spending a lot of energy pulling, so the push will also be limited.
