kenmore oven safety valve made in china

This range will not fire up. I checked the igniter and it glows. I did not test it for resistance though. I assumed it was the gas control valve. I replaced that no problem. Still the burner will not fire up. Igniter, clock/control board, or thermostat? I saw no burned wires. Thinking it is a bad relay on the control board. The stove fires up no problem so new valve is ok, It has got to be with the input voltage for the valve solenoids inside control valve. Any help appreciated.
