Pilot operated pressure relief valves are comprised of a fitted pilot and main valve. Although spring loaded pressure relief valves adopt spring force against inlet pressure, reactivation pressure and reset pressure of pilot operated pressure relief valves are controlled by Pilot Equipped which acts almost the same as spring loaded pressure relief valves. Areview of LNG sector business activities for Fukui Seisakusho in recent years shows that 2010 was the quietest year ever for the Japanese safety valve manufacturer. The absence of any orders for LNG carriers meant no contracts for LNG ship safety valves. The past 12 months, however, stand in stark contrast.

As a result of shipowners returning to the LNG carrier newbuilding market in 2011, Fukui now has orders to supply its safety valves for 45 newly contracted LNG vessels. As highlighted in the report on page 30, the majority of these ships are to be constructed at Korean yards for independent shipowners who placed their newbuilding contracts on a speculative basis.

“We have also made a breakthrough into a new LNG sector over the past year, having been contracted to supply our first relief valves for floating storage and regasification unit (FSRU) newbuildings,” states Yushiyuki Moriyama of Fukui Seisakusho’s Global Marketing Group. “In contrast to the past LNG carrier-to-FSRU conversion projects, there are now five FSRU newbuildings on order at Korean yards.”

Fukui has also extended its LNG carrier repair yard service network over the past year. The company carried out relief valve servicing work on the 2004-built, 145,000m3 Muscat LNG in October 2011 when it became the first LNG carrier to be repaired at the new Oman Drydock facility in Duqm. As part of the ship’s mid-term drydocking, the spherical cargo tanks and related cargo-handling system were pressure-tested.

Another new Middle East repair yard is the Nakilat-Keppel Offshore and Marine (N-KOM) yard at Ras Laffan. Fukui Seisakusho is also active in the servicing of LNGCs at this facility and, to back up its rising level of repair yard activity in the region, the company has strengthened its Middle East service network in tandem with its partner Fuji Trading. The new Gulf capability puts it on a par with Fukui’s LNGC service presence in Europe, Singapore and Japan.

Fukui Seisakusho is a specialist manufacturer of safety relief valves and the company is able to supply relief valves for applications across the LNG supply chain. These include vacuum breakers and pilot-operated safety valves for low-pressure, low-temperature service in the protection of cargo tanks on conventional LNG carriers, FSRUs and floating production storage and offloading (FPSO) vessels. In addition spring-type and pilot-operated safety valves for high-pressure service in LNG FPSO topsides plant are also available.

Fukui Seisakusho Co Ltd is continuing to extend its family of safety relief valves for LNG service and the company portfolio now also has available valves for use in small-scale LNG and LNG floating production storage and offloading (FPSO) vessel operations.

To ensure that the ability to supply every kind of safety relief valve that may be required for the LNG supply chain is maintained, the Japanese engineering company has also been analysing the service records of the equipment fitted on the ships serving the Snohvit and Sakhalin 2 LNG projects. This assessment work is being utilised in the development of the valves that will be required for future LNG carriers built for harsh Arctic environments.

The Fukui portfolio of equipment encompasses low-temperature, low-pressure service, pilot-operated safety relief valves and vacuum breakers for LNG carriers, storage tanks and FPSOs; high-pressure service, pilot-operated safety valves for pressurised gas carriers; and spring-type safety valves for topsides plant on FPSOs.

The 127,000m3 spherical tank LNG Flora, delivered in 1993, was the first LNG carrier to be supplied with pilot-operated safety relief valves (PSVs) from Fukui. Today 254 gas carriers in service worldwide are fitted with the company’s PSVs.

Training is a key part of Fukui’s service offering and the company routinely receives engineers and technicians from its worldwide network of maintenance agents for relevant training programmes.

“We have also been working over the past year with our local maintenance agent in Ras Laffan to establish the necessary workshop facilities and associated infrastructure for servicing PSVs on the LNG carriers calling at the port,” confirms Yoshiyuki Moriyama of Fukui’s overseas sales department. “The recent commissioning of the Nakilat-Keppel Offshore & Marine (N-KOM) repair complex at Ras Laffan means that the vast fleet of LNG vessels carrying Qatari exports will now be drydocked and serviced at their home port.”

Fukui Seisakusho secured orders for 10 shipsets of PSVs in 2009 but none in 2010 due to the collapse in the demand for new LNG ships following the credit crisis of September 2008. Now that contracts for LNGC newbuildings are beginning to percolate through once again, the company is confident of rejuvenating its own LNGC equipment orderbook.

Fukui’s ability to supply the specialist equipment needed for small-scale LNG and offshore vessels, two other sectors that are beginning to bubble, bodes well for busy times ahead on the Fukui PSV production lines. LNG

SL / SJ Series is a safety valve for boiler steam service with higher temperature and pressure year after year to improve power generation efficiency. This series of products has been approved by the National Pressure Boiler and Boiler Inspection Commission because it meets all the strict requirements of the ASME Boiler and Pressure Tank Code Part I Electric Boilers. In addition, it also meets domestic and foreign regulations such as thermal power production technical standards and CE mark.

The RE-STM Series is mainly used for steam pipes. This series has been approved by the National Commission as a safety valve for steam piping that meets all the stringent requirements from ASME Part VIII. In addition, it also meets domestic and foreign regulations such as thermal power production technical standards and CE mark.

The RPE Series has been approved by ASME Part I as a pilot operated drain valve for water supply systems. This line can be used for both steam and water.

RE Series is a spring loaded safety valve designed and manufactured according to API526 standards.
